recovery codes. Users who have set up two-factor auth prior to
this feature being added can use it to generate recovery codes
for the first time.

`/test.test` would return a 404 with an empty body.
This change ignores the format on incoming catch all route requests, so that the

custom namespace with inclusion of Localized, which resolves the
